Human Resources Coordinator Position

SCOPE OF DUTIES:
The employee serves as personnel liaison responsible for thorough knowledge of personnel practices and procedures, coordinating recruitment, orientation and training, and providing information to management and staff. Works with Department of History, Arts and Libraries (DHAL) Civil Service Human Resources staff, management and MSHP staff to promote sound personnel practices.

The goal of this position is to provide courteous, timely and accurate information between the agency, management and staff that will avoid or resolve personnel issues and problems. The employee in this position is required to maintain at all times the confidentiality of the work.

WORK LOCATION:
The workstation for this employee is Mackinaw City October – April and Mackinac Island May - September with periodic travel to Lansing as required.

RESPONSIBILITIES:
1. Oversees and performs all personnel management tasks related to MSHP Revenue Bond staff.
Maintains contact with DHAL Civil Service Human Resources staff to coordinate and serve as a liaison for personnel matters for MSHP Civil Service staff. Develops and maintains up-to-date personnel manuals, forms and information. Maintains current knowledge of personnel issues and procedures.

2. Responds accurately and timely to questions from management and employees to resolve or avoid personnel issues and/or problems.

3. Assists with recruitment for seasonal and permanent staff. Researches and evaluates selection methods and confers with resource persons to determine the best means of selecting and ranking applicants for specific classes. Prepares and places position advertisements and postings.

4. In conjunction with managers, develops interview questions and selection matrix for the hiring process. Makes recommendation as to which candidates to interview. Prepares and submits position packets to civil service.

5. In conjunction with managers, develops position descriptions, including knowledge, skills, abilities, education and experience requirements.

6. Coordinates general orientation for new-hires, employee recognition program and presentation, and any other programs related to employee relations.

7. Coordinates agency EEO and affirmative action compliance programs for employees.

8. Recommends, plans, develops and implements employee development/training programs. Maintains personnel files and training attendance records.

9. Provides technical advice to management regarding the proper allocation of positions for establishment or refinement of classification. Researches and recommends salary levels and benefit programs accordingly.

10. Working closely with DHAL Civil Service Human Resources staff, provides technical support to staff on matters of union contracts, grievance handling, progressive discipline and labor/management issues.

11. Assists unit supervisors and managers in recruiting, interviewing and placing volunteers. Maintains volunteer records and coordinates volunteer recognition program.

12. Provides and ensures thorough, complete and accurate information is placed in personnel files. Coordinates the annual employee performance objectives and appraisal process for both seasonal and permanent employees. Provides strict confidentiality at all times.

13. Coordinates and maintains workers' compensation claims, MIOSHA reports and reporting programs. Collects and maintains information, completes reports and disseminates information to appropriate MISPC personnel and State of Michigan agencies.

14. Acts as MSHP Safety Coordinator. Collects, maintains and distributes information and reports to appropriate staff.

15. Monitors and responds to unemployment claims, including appeals of benefit awards where appropriate.

16. Conducts special projects in personnel management and other administrative and operational areas as assigned, including the research and proposal of personnel procedures.

17. Serves on committees as assigned.

18. The employee shall: regard safety as a personal responsibility, and respect the safety of other employees and the public; expeditiously report any hazards, unsafe conditions or procedures to his/her supervisor; expeditiously report all job-related accidents and injuries to his/her supervisor, even if he/she does not seek medical attention; and always perform job duties in a safe manner.

REQUIREMENTS:

Education:

Bachelor's degree in Human Resources or any related major.

may substitute for Bachelor's Degree - Associate’s degree and/or five years of equivalent work experience in professional personnel management positions which would provide the knowledge, skills and abilities necessary to perform the duties of the position.

Experience:

1. Minimum four years providing professional Human Resources services for an organization with over 25 employees, full and part time.

2. Experience in all areas of recruitment, including development of position descriptions and advertisements, and selection methods.

3. Experience working with union employees, interpreting contracts, and grievance handling.

KNOWLEDGE AND SKILLS REQUIRED:
1. Strong inter-personal relationship skills.

2. Strong oral and written communication skills, with a high level of accuracy in work performed.

3. Excellent clerical skills and a high level of computer literacy.

4. Thorough knowledge and understanding of principles, practices and issues of personnel management, with specific knowledge of State of Michigan personnel and Civil Service procedures preferred.

5. Knowledge and understanding of EEO, Affirmative Action, ADA and volunteer management.

6. Knowledge of applicable state and federal laws and legislative processes related to the work. Ability to interpret and apply laws, rules and regulations.

7. Knowledge of recruitment, selection and interview procedures and techniques.

8. Knowledge of the methods involved to collect, analyze and interpret data and the ability to dissimulate the information to prepare appropriate reports.

9. Knowledge of labor relations, and grievance and appeals procedures.

10. Knowledge of employee rights, benefits and obligations. Knowledge of or ability to learn and interpret union contracts.

11. Ability to complete projects independently.

Physical:
The position requires frequent ferry transportation to and from Mackinac Island and may be exposed to inclement weather conditions during the course of performing the daily work duties and/or while walking to and from park sites.

Must possess the ability to do the following activities with or without reasonable accommodations:
• Frequent lifting and/or carrying of objects (not to exceed 35 lbs.)
• Walking long distances and up steep inclines in all weather conditions
• Frequent twisting, bending, stooping, reaching and grasping
• Sitting and/or standing for long periods of time
• Ability to utilize ferry boat transportation to and from Mackinac Island

EMPLOYMENT INFORMATION:
Mackinac State Historic Parks is managed by the Mackinac Island State Park Commission (MISPC), an agency of the State of Michigan. This position is based in Mackinaw City in the winter and Mackinac Island in the summer with occasional visits to MSHP facilities in Lansing as needed. This is an annually renewable contractual position; this is not a Civil Service position. A probationary period will be established during the initial period of employment. Benefits are as published in the MISPC Economic Benefits Guide for revenue bond employees. All MSHP facilities are non-smoking. This position reports to the director. The human resources coordinator position is generally scheduled to work 40 hours per week. This position may be required to work evenings, holidays and weekends as needs dictate.
